Observation Library

Our UK Fire Risk Assessment profile contains 64 pre-built observations across 11 fire safety sections, aligned with PAS 79-1:2020 structure. Each observation includes:

  • A clear deficiency description the assessor selects during the site visit
  • A recommended action with specific remedial guidance
  • Severity classification (critical, high, medium, low, advisory)
  • Relevant legislation or standard reference where applicable
Assessors can also add custom observations and free-text notes for situations not covered by the library.

Risk Matrix

Risk is calculated using the standard PAS 79-1 methodology: Likelihood of Fire × Probable Consequence = Overall Risk. The assessor selects both factors; the system computes the outcome using the validated matrix below.

Trivial: No action is required, and no detailed records need be kept.
Tolerable: No major additional fire precautions required. However, there might be a need for reasonably practicable improvements that involve minor or limited cost.
Moderate: It is essential that efforts are made to reduce the risk. Risk reduction measures should be implemented within a defined time period.
Substantial: Considerable resources might have to be allocated to reduce the risk. If the premises are unoccupied, they should not be occupied until the risk has been reduced.
Intolerable: Premises (or relevant area) should not be occupied until the risk is reduced.
